- In a large pot, combine water, butter, sugar, corn syrup, and cocoa powder. Cook on medium heat for 2–3 minutes until smooth. Let cool for about five minutes.
- Add vegetable oil, vanilla extract, egg yolk, and whole egg; whisk until combined.
- Stir in baking soda, salt, and cornstarch. Gently fold in flour and chocolate chips until just mixed.
- Pour the batter into the prepared pan and bake for 14–18 minutes or until a toothpick comes out with moist crumbs.
- Allow to cool completely before cutting into bars.
